Description
Knowledgepool is looking to appoint a provider to develop and deliver Radio Frequency Survey, Practitioner & Assessment, WaCK & CDC Courses to our Client, College of Policing.

Our client requires courses in the following:

Radio Frequency Propagation Survey Technician
Radio Frequency Practitioner and Assessment
Radio Frequency Propagation Survey (RFPS) Wi-Fi and Cellular Knowledge
CDC Radio Theory
RFPS is the practice of measuring cellular and Wi-Fi radio transmission capabilities and overlaying findings against call data to determine where a mobile phone or Wi-Fi enabled device was located at a particular time. The Technician course is the entry level course, and must be completed prior to any other courses being undertaken.
The RF Practitioner and Assessment course is open to anyone who has completed the RFPS Technician course (or equivalent) and has had at least six months’ experience of carrying out RFPS surveys in their own organisation. The content is similar to previous RFPS refresher courses but includes a formal assessment of the theory and practical elements. The assessment is to help evidence the competence of the practitioner for accreditation purposes.
The RFPS Wi-Fi and Cellular Knowledge course builds upon that of the RFPS Technician course, developing the role and responsibilities. It looks at the ways in which Wi-Fi and cellular networks carry data sessions and considers how data records are examined in order to assess the location and movement of mobile devices. The course looks specifically at data transmission, as opposed to voice calls and text messages, and incorporates practical application and demonstration of knowledge and skills gained.
The course also includes indoor surveys, emerging technologies (5G* - this content has not yet been created and is a developing area, the provider will be expected to develop and incorporate 5G content into the training content as part of their responsibility of working with the College to ensure that all training material is updated with new/latest developments during the contract) and forensic awareness to be considered while carrying out surveys. The course includes both theory and practical elements.
Potential bidders must have trainers who are familiar with the operation and use of RFPS survey equipment generally used in UK policing and have NPPV Level 1 clearance. Knowledge and understanding of RFPS Surveying in accordance with the Forensic Science Regulator guidelines ref FSR-C-135_Cell_Site_Analysis_Issue_1

We anticipate that the RFP documents will be available on 4th March 2021. Bidders will be notified when these have been published.
