Description
Knowledgepool is looking to appoint a provider to develop and deliver a Future Leaders Scheme to our client, Civil Service HR. This is a two year contract with the potential for two 12 month extensions. It is expected that this will be a blended learning solution.

The purpose of this procurement is to explore and make the best use of market capability in order to: increase learning quality; increase innovation; increase value for money; and increase departmental, functional and participant appeal.

Outcomes include:

● The Future Leaders Scheme (FLS) plays a critical role in helping our Client to achieve their vision of a Brilliant Civil Service, develop leaders who role model our Client’s leadership statement and help them meet their ambition of becoming the UK’s most inclusive employer by 2020. We want to further build the FLS’s reputation across Government by delivering a world-class leadership programme, which builds a diverse and robust talent pipeline to the most senior and critical civil service roles.
● We require a high quality delivery partner who has the expertise to:
○ design and continuously improve the FLS programme, based on feedback and outcomes
○ deliver the FLS programme in a collaborative manner, with a strong emphasis on excellent customer service and a demonstrable commitment to diversity and inclusion,
○ improve participants’ leadership skills by increasing confidence, self-awareness, and visibility,
○ work with Civil Service Talent to ensure that participants understand how to successfully apply for senior civil service roles and build their cross-Government networks.
● The FLS requires a sustainable delivery model that can be adapted based on differing numbers of learners each year/ changing numbers through the programme, and differing learning requirements from intake to intake.
● Departments fund participants’ places on the programme therefore it’s important that the FLS is cost effective, with a transparent and affordable delivery model which provides good value for money.

This Prior Information Notice is to alert interested Bidders of the opportunity. We welcome responses from suitably qualified and experienced Bidders. Bidders will only receive access to the Tender documents after they have been published and no further information or notification will be available until then unless Bidders are advised otherwise.

We anticipate that the RFP documents will be available on 24th July 2019 and Bidders will be notified when these have been released.
