Description
Knowledgepool is looking to appoint a provider to develop and deliver Modular Post Graduate Learning to our client the Cabinet Office.

The Cabinet Office’s Policy Profession have developed professional standards to support and develop policy professionals across the UK government at 3 levels of capability.

They seek to develop a Modular Post Graduate Learning offer pitched at the against Level 2 of these professional standards. The audience will be mid-career (Grade 7/6) level staff who have experience. The learning should be of high quality, inspire them, refresh and refine their skills and provide their ongoing professional development. We want this to support the continued building of consistency and contemporary skills of policy professionals across government, as well as build their community of practice.

Our Client aims to pilot this learning on an estimated minimum number of 150 learners initially, and start to build to a larger scale should the first 12 months prove its value. We want it to be modularised to allow people to learn and gain the accreditation at different speeds. Government departments have an appetite for developing a clear offer for mid-career policy professionals. The numbers could increase year on year, if the programme proves its quality and value, to potentially hundreds per annum.

We envisage three things:
a. A flexible Post Graduate Certificate in Public Policy, with;
b. Optional progression onto Post Graduate Diploma; and
c. Individually available single modules that are accredited

We are already in the process of commissioning an Executive Masters in Public Policy for the Cabinet Office (not within scope of this procurement) which is pitched at Level 3 of the professional standards and at Senior Civil Service level. We will need providers to work effectively together to ensure the overall structured learning for the profession is coherent.

Bidders will only receive access to the Tender documents after they have been published and no further information or notification will be available until then unless Bidders are advised otherwise.

We anticipate that the RFP documents will be available on 5th July 2019 and Bidders will be notified when these have been released.
