HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations into the most serious fraud and wrongdoing.

In this digital age, the information that is critical to intelligence and investigations – understanding a suspect’s finances, movements and communications is increasingly dispersed over a vast array of Internet-based online systems.

To meet these challenges HMRC have created the role of Digital Investigator (DI). DI’s operate at tier 3 of the HMRC open source policy, carrying out Internet based research, sometimes covertly (with a RIPA Directed Surveillance Authorisation in place) to an evidential standard to enhance its investigations and intelligence capabilities.

Bespoke external training is therefore required to give the DIs the tools and techniques to carry out online research, lawfully and in line with HMRC policy.
